Exactly my thoughts! It wasn't the Passport Office that said the photo would be a cause for rejection.

If there is one thing I've learned it to always consider the source, and in this case I mean the people at the post office. I dont know about you but the people who work at the post office around the corner from my flat don't know their arse from their elbow.
