look for www. d i r e c t i .com, they used to have a good reseller program.

you can get certified as a registrar. You need at least 75K in capital, plus a decent business plan and background. They won't certify just anybody - only if you can show that you know what you are doing and you will be around for a long time.
The fees you end up paying are based on the number of sites you register. You could offer dirt cheap domains to get started in building a base.
I believe when I looked into this a long long time ago, I started off looking at internic, but it's been a while.
There are reseller programs out there, but none will make you the "cheapest"

Judging by their post, I am pretty sure they won't qualify that way.

The price isn't the best, but its only a few cents more expensive than GoDaddy.. so its not bad either.
