 I remember ICANN having a 60 day period, now when I read they were actually trying to free us from the 60 day period from GoDaddy.

Can I instantly resell ?

sure you can, but the buyer will not be able to move to another registrar in the first 60 days period. So you will need to push to his account at the same registrar (most people prefer it anyway)

I guess a bit of security and a bit of making sure you don't use a good price at one registrar and than move your domain out immidiately

Yes you can push it to another owner within same registrar. But some TLDs need you to wait for 60 days or more before you can transfer/push too.

You can push it in the same register.
