Linking to Cloaked pages

Please answer the below questions.

Will my site get negative impact if it is linked from a cloaked page?

What are the methods to identify the cloaked link pages?

One method I used to find by comparing the cached page and actual page. If the two URLs are different, then I decide it as a cloaked page.

Is above method correct? Please put forward your ideas.

I think it depends on the content of the cloaked pages... and for whom the pages are cloaked.
If the pages are visible only by search engine robots and not visible to normal browsers it could have a negative impact.
