Can I do Deep Links on Articles?

Of course you can, and you should. Deeplinking helps increase the rankings of the targetted page.

Yes I don't know of any article directory that doesn't allow deep links.

yup, in fact i encourage deep linking in both the articles on my article directory (http://www.writeitonthewall.co.ukl) and in my article comments

%99.9999 of the article directories allow this.That is the point of submitting articles
