yes Indians can signup now....i signed up 3 days back...and also paid the activation fee of 5$....not started using it yet though...

check out from this link...https://adcenter.msn.com/Default.aspx

but it works only in IE...does not support firefox...

i dont know when they will launch the prog. for publishers (like adsense)...
