Is This Link Code Giving Me Any SEO Benefit?

Hi All,

Just got a link from a niche directory. When I clicked on my new link I noticed it is redirected via another URL but in a way I haven't noticed before. I wanted to share the code and get opinions on whether it is helping my site for my link text. Here is the code:

From what I've heard the SE's will ignore the JS and the rest so the only importatnt bit for them would be:

href="http://www.mysite.com/"

Looks like it will be violating TOS for whatever advertising he is using. What's mylinea.com?
