Godaddy only allows for verified Paypal account and they will require a credit card to verify before allowing you to use Paypal as a payment option.

Namecheap.com also allows payment from Paypal without verification.

I use Paypal subscription with GoDaddy. GoDaddy did not ask me for credit card.
