Can someone tell me how to code a site like this one?

I found a really cool 'rate me' site that lets you vote on people's opinions.

It seems to have a very simplistic design, but I don't know how to make a site such as this.

i would like to create a site very similar to this one, but don't know where to start. What type of template should I even be looking for? Does it use a database?

would it be really complicated?
finally, what do you estimate it would cost to have a site like this created from scratch ?

I have fully investigated the idea that the site uses a wordpress plugin. After hours of searching i haven't been able to find any plugins that even remotely resemble this site.

there's got to be a tutorial somewhere for this somewhere! but after days of searching i'm starting to lose hope.
