Need to install/create Dolphin Referral Script

I am creating another website. I plan on using the Dolphin community script.

What I need from a programmer:

First, I need have my site have limited functionality for non-paying members. I will need to have the ability for members to pay a membership fee to gain unlimited access to all of the features of my Dolphin-based site.

Next, I will need a referral program that allows members to refer and track their referrals of new members to my website. I will need a back-side of this on my admin side so that I can issue payments to the members that refer.

I would like this referral program to be a 2-tier program (3-tier if it is not much more work).

Is this possible, and if you think you can do it, how much $$ would you do it for?
