If a page has got 200 links on it, and a PR6, would you do a link exchange?

200 links?
Nah, I would not like to be number 201 on that page!
Basically the way I read the pr transfer from a pr6 page with links on a site means that 200 links, no benefit for pr to those sites.
Plus, would you go to a page with 200 links and check them out for something of interest to you?
Yeah, same with me.

No, I wouldn't either. I don't believe users or search engines like more than 10 - 15 outbound links per page. I have a few directories and all directories' scripts limit the number of links per page to 15 (or 10). 200 is just too many unless it's something like the Million Dollar Home Page! :D

I will prefer a link from a PR 0 page with less than 20 links on it.

Yeah I'd be thinking along the same lines. Only I've been seeing some well-performing sites lately with relatively few decent links, the vast majority of them being from high-PR 1-page link crowds. Of course this kind of linking is of no benefit whatsoever to the average visitor so if they are not already, such pages should be devalued.

Um, I wouldn't go that far ..... unless it's a PR0 page linked from a PR6 page! :D

No way. I'd rather buy 200 text links on 200 different websites than link exchange with a site with 200 outgoing links.

Why bother with the hassle? Your link would be buried among all the other 200 links - which means it's highly unlikely that you get any visitors to your site from that link. At the end of the day the primary aim behing all links I try to build is to get highly targeted people to my site which would then like to look around my site and hopefully convert into $$.

Besides I don't think it would help PR anyway.

At best you would get a click... maybe. At worst you would get penalized for being considered part of a link farm.
