and said my link is already up.

all his pages have the same URL in the browser

and when I see where the internal links are directed on his site, they are not really pointing to this above listed domain.

he used frame, that's why the URL stay the same.
If you are using firefox, go to some white space near your link and right click-> show this frame only. You will see the page that your link actually located and the PR

besides, googles cache of the site is blank.

But it is sure....there is no benefit you'll get if you give a backlink to him....you may be hurted.

I think some website gave him a free page and design, which he points his domain to.
Benefits to both is obvious
backlinks for the host
free website design to the hostee

but in truth, the hostee is wasting his linking effort because of his website framing situation.

It would be easier for him to pay someone $100 to set up the cheap looking website he's got going onto his own host.
