tried the first page and theres a lot either paid, not directories, recip or nofollow :(

Yeah some list out there are dated. Someone posted this the other day and has over 10,000 directories i tried the first page and all were free so seems to be up to date. http://borolook.com/dir_submit.asp

Do you know if there exists an .EDU or .gov directory that you can place one way links.....paid or free..it doesn't matter. I could not find one in that list.. still thanks for the list.

Doesn't Google penalize you for appearing on these free directories?

No. list is not updated. I tried soooo many pages on that

Googles does not penalize when they do its a ban.
They do filter however and links from free directories have this much value

You will be better served with a Yahoo Directory link and those from other paid directories such as Alive JoeAnt GoGuides etc
The paid directories typically do not accept spammy sites, and as such they weed out worthless sites for Google and basically presents the search engine with a listing of likely higher quality sites.
Hope this helps make sense in a forum filled with crap advice.
