What is a good Page CTR for google adsense per 1000 page views. Is the CTR about the same each month or does it vary greatly? What do you think?

The normal CTR ranges between 2-5% and in some extreme cases may go up to 10%.
The CTR may vary depending on how frequently the ad location is altered in your site or how frequently your visitors click the ads over a period of time, but the overall CTR for a given site remains fairly constant in the long run.

What about getting more than 15% CTR? My sites are getting 2.65% CTR. Some one told me that getting CTR more than 10% is bad.

You are kinda right, because there is a rumor that Google will flag a site with CTR more than 10%.

Depends on site, content and so on.
A forum? I'd say 1% CTR is good
An optimized website? Well 10% is good

1.
if your site is in en
then 10+%
2. if your site is in central EU languages then more
3.
if your site in latin american languages (es/pt) or fr
then 6-10%
4.
if your site for asian market - then MORE or much more than 10% can be achieved
anything less is result of DE-optimization or failure to FULLY optimize ALL factors = placement + formats + color scheme

A lot depends on the type of person your site attracts

I consider 2% a good CTR. Usually MFA sites with low quality content will get a much higher CTR though.

That's my opinion too. It's really good. I've been getting little over 3% for a couple of sites.

I was getting about 7-9%, Then after a couple of new pages, it was up to 15%, but I guess the new addition of pages was against their terms or something, and was banned.

1% or 2% is usual, more would be good.

entirely depends on your site (niche and visitor geo). ad positioning and blending in goes along with that too. some site will have as low as 1% CTR and some would have 10% or even 20% or more.

It depends on how well you've set up your pages. If you have a lot of other stuff on your pages competing for visitors attention (like on the five column homebizseo site in your signature) you should only expect a low CTR.
I truly believe that anyone who isn't getting at least a 10% CTR simply isn't trying hard enough. But I can see why some don't get that much. Often their site layout/design doesn't do a good job of putting ads in visitors faces and because changing it on hundreds of pages can be a major job many people just don't bother with it and end up with sub 10% CTR's from here to kingdom come.
Of course, there are probably some types of sites that will never be able to get over 1-2% CTR no matter how good the layout of the pages is. For example, in the majority of cases it would probably be quite difficult to tweak, say, a forum sufficiently enough to maintain a high CTR. So, ultimately it comes down to both the type of site and the layout of it.

My CTR is ridiculously low because most of my visitors come back to the website every day.

What would be bad about a CTR more than 10% -- unless the clicks were fraudulent. Of course, a CTR of 1% is bad if the clicks are fraud. It's fairly common for pages with good content, high ad relevancy, good ad placement, and good ad blending, to achieve 70% CTR -- with legitimate clicks. Nothing wrong with that. It would be rare to have an entire site's average CTR to be that high, but 10% or so is not uncommon.
