Geo Target Have awesome software but Vbulletin problem?

Can anyone tell me how to get vbulletin to register new php code in the header/footer

I created a new plugin with the php code but sitll not working.

If anyone could help me figure this out I would really appreciate it. Please be specific in your insturctions. I am not that experienced with php.
