A simple question:
If I have a link from a chinese website to english website, will it have the same linking power as the link that is from english site to english site? let's assume the sites are same topic and same pr.
If anyone know the answer, please let me know.

I am not entirely certain, but I think it helps if you would include both the language attribute and the title attribute (obviously with an optimised title) in the hyperlink. Using your example, you should put the following source-code on your Chinese website:
<a href="http://www.domain.com/" xml:lang="en" title="Title in English">Anchor text in Chinese</a>
Including the relationship attribute with a follow or nofollow property is also a good idea.

I suppose that IP of chinese website's hoster is a best answer to a this question. And... Is anchor text already in English? ;)

Well......its really hard to say but it may have some value in terms of search engines but its never be user friendly.......so i think we should avoid it....

I think link from the same language counts more.
