bomberman gave the best answer you are likely going to get though... however, you may wish to look into the best methods of each of those methods.

Directory submission
A mix of free and paid is the best method. And then, only to related directories, or related categories within those directories. Manually submit to make sure the submissions are done correctly.

Forum posting with sig
Place the forum you are posting in first, and do not spam. Add quality to the posts your sig is on and the return will be much much better...

Social bookmarkings
Only submit pages worth submitting. Otherwise people will take it as spam. Do not join in with exchanging hits on these networks, as they all are starting to crack down on such actions. If a page was meant to go viral, it will.

Blog comments
By adding relevant content to the blog you are helping that blog. Many bloggers are more inclined to let a link in if the rest of the comment is worth reading and the link is relevant. Do not spam!

Article submission
Unique articles are the best articles. Even if it's the same article re-written 100 times. *shrug*

Link exchange
Many say that this is a bad thing. I disagree so long as your site & the other site are related and the cross over is relevant. Exchanging to unrelated directories and link farms may cause more harm then good.

Write articles, and then submit them to article directories.

Also, submit your site to High PR directories.

I agree these are some great link building strategies you can also build links through pay per post and press release distribution.
