if i was to use an anonymous VCC name and card and then i wanted to verify my account and add my legit bank account would i be able to then apply for a paypal debit card even though the name dont match? and do u have any idea how i can remain anonymous and withdraw money from atm or lift any limits my account has...

By remaining anonymous means that you do not give paypal any reason to trust you because only people who have something to hide or ill intentions wants to hide. How could you remain anonymous and be able to get your account verified because verification means to determine all the information you have provided is real. It simply just does not make sense.
