I am an registrar censor in China, I hate to agree that there are so many bad behavior registrars in China deploying scam strategy. I hereby attach the latest news from CNNIC and HKZC news center for you as below.
CNNIC exposed scammer registrar
For the sake of protecting users’ rights and interests, improving users’ experience, fostering continuable development of the industry, Chinese registration service providers of Internet Address resources signed Industrial Self Regulation Memorandum for Registration Service Providers of Internet Address resources in 24th July, 2007 and started to provide their services in a self regulated manner. The number of signed entities has exceeded 230 covering 31 provinces, cities and municipal regions by now.

Despite the improvement of majority’s service level, a few of entities continued to work against users’ rights and interests. As the supervisor of the memorandum, CNNIC cooperated with Beijing HKZC Network, the most famous domain registration censor organization and domain dispute solutions provider, verified following 65 entities that broke the rules up to 31st Jan, 2008.

There is really a huge number of these, some even called directly from China threatening us that our domains and copyrights are at risk if we do not register some corresponding domains through them at an exorbitant price. Good to see the list exposed here.

But I would like to know CNNIC http://www.cnnic.cn/en/index/index.htm relationship with HKZC. I did not see any information of CNNIC outsourcing any censoring authority to HKZC, perhaps you can give us the source?

But I would like to know CNNIC relationship with HKZC. I did not see any information of CNNIC outsourcing any censoring authority to HKZC, perhaps you can give us the source?

No, CNNIC did not "outsourcing" HKZC. You have to be adviced in Chinese law, domains are considered independent form Intellectual Property Rights and Chinese Governor can do nothing about these cybersquatting and domain-grabbing at present without relevant law nor regulation support. What make bad worse, inorder to make Chinese Domain register excess German to achieve first in the world, for a low fee everybody can get whatever.cn domain he or she ordered(I know how ridiculous it sounds). In one word, domain grabbing is popular in China.
Some domain reseller are just fine. They only put their domain on Parking pages while the others don't. Somebody cloned a website and do scam and spam which obviously bluster CNNIC and Governors into anger. Legislatures are required to build laws and regulations but it will take years. In order to suppress cybersquatting during this censor-vacuum period, HKZC are found by leading registrars in China as nonprofit organization investgating suspect applications and offer regain service and dispute solutions if cybersquat has done. So generally speaking HKZC can only offer assistance to CNNIC and other Government Bureaus. They don't have any actual outsourcing because CNNIC can not give one without any law support. HKZC even have to make money from building Chinese Character websites, hosting and email service to keep itself running. This is the sad part of it.

According our clients feedback a HA ZD Network Science and Technology Co,.Ltd is keeping sending spam exactly the same as HKZC confirmation request email. This likeness is beyond coincidence we can believe.

If you own your own website, and have a brand associated with that name then it can be a messy business. With so many different countries having their own suffix, you find yourself in a position where suddenly it’s no longer just “.com”, but also “.net.cn” “.org.cn” “.com.cn” and the list just goes on and on.
And before you go scoffing, this is a *really serious* problem. It’s not really too surprising we are experiencing a campaign of spam from bad behavior registrars in China and Hongkong. But these emails, pretending to be acting in your favor, are nothing but lies and just a way for these companies to generate more business. They contact you on the pretence that a phantom company or individual is trying to purchase websites using your domain and trademark names. However being the responsible and caring Domain Name Registration Service they are, they are first contacting you, the owner of the existing domains and trademarks, and will give you the amazing opportunity to get these website names first and therefore protect your brand. It’s not quite a scam, but it’s dodgy, unsolicited, and the outright lies from these companies. HKZC should encourage you to never do business with them.

I speak Chinese and I called the number for "Johnson Du" listed on his email (which matches the contact info on the fexon.cn website). Lo and behold, there is a Johnson Du working there (his english is as bad as advertised, so we conversed in Mandarin--doesn't sound like a native HK person). He seemed perplexed that I would accuse him of being a fraud and said he would attempt to cancel the registration of the domain names at issue.
Interestingly enough he gave me different email addresses to send him a confirmation (after the original didn't work), and none of them worked! Finally, when I gave him my email address, he didn't (or wasn't able to) send me anything. In any case, this is a joke.
