if you had 500 dollars to put to your web site per year. What would be the best way to spend your money every year? Link developement? Better content? adwords?

500$ is a litlle low if you don't have some skills

Building links is a good long term strategy

Currently, hosting and licenses...

But if that were paid for, then I'd use it to help in...
...paying my street team (http://forums.digitalpoint.com/showthread.php?t=610760) to assist in directory submissions & etc
...gifting the mod team
...paid add-ons to make my members even happier
... possibly donating to a good cause in the name of my site

While I'm not opposed to ads or other forms of promotion, I just find that in many cases, those that come to my site from such things are just not the quality members I am looking for (as strange as that may seem).

If I had a site selling something, or a site not based on members then I would likely try an adnetwork (like AdWords).
