This should be a really easy job for a flash programmer.
I just purchased the following template:

You'll notice at the top of that page is a flash header.
JOB Description: Add words to the flash header, the black area, tab buttons, and that blue area. Link the tab buttons to certain pages.
You will need Adobe Flash 8+ as noted on that page. I will pay $25 for your time through Paypal.
Please PM if you can do the job with examples of previous work you've done.
