Anything we can do about PM spam?

got a message just now from a new member (no posts, no points etc) named "getlinks24" trying to sell me links on his website(s).

Hopefully I posted this in the correct area cause I didn't see a complaint forum or button to mark him as a spammer.

the message he sent is as follows:

Hello,

I have two PR3 blogs and am selling blogroll links. I charge only $4 for a permanent link. Please let me know if you are interested.
