why would you want to buy expired license?

in my opinion unless it can be proved valid somehow it is not worth buying

If its a owned expired license it can't be transfered so no don't buy it. Tell them to renew it then sell it, or offer them a low price then renew it yourself and transfer.
You can also ask help/support from a jelsoft represenative.

An expired license can't be transferred from user to user, this is against Vbulletin's policy. If you see someone selling a expired license you should report it to Vbulletin - Report Piracy Form (http://www.vbulletin.com/piracy.php).

any licences that you do buy would probably be fake, and created with a keygen.
using an expired licence is still the same as not owning one at all
and the licence check in vbulliten can easilly be dodged, by coding out the licence validation and callbacks

I requested a vBulletin lisence, the PMs I got where a little dodgy. Then I read the sticky at vBulletin support forums. The only way to get a lisence without being scammed is by buying it directly from vBulletin. I am not saying everyone who sells the lisences are scammers.

Read the stickies at vBulletin, you will see what I mean. :)
