Does quality of content has anything to do with PR?

Since Google update their PR on Oct 2007 and many big sites PR got lower. I think Google may not weight PR by inbound link only but may weight on quality of content too. :D What do you think?

Maybe. But I notice even duplicate content can get good PR as long as it has strong backlinks.
