Advertising Mod Only Shows When People are logged in on SMF

I started a forum, and I have messages about the forum and promotions the forum is running--most of the people viewing it aren't members yet, but the promotions are supposed to get more members and activity--but they only show up when people are logged in. How do you get the ad mod and global header mod to show things for people who aren't logged in?

check the guest permissions and see if there isn't some box you can check off to allow guests to see your ads.
