I want to submit a website to the Yahoo directory, and am not sure if it is considered adult content. The website is about herbal breast enhancement supplements and creams, is that considered adult content?

try searching the Yahoo directory for those keywords and see if anything else has been listed...if not, then that's probably the answer!
I would guess that as long as the site is "medical" in fashion and has no questionable pictures on it, it could get listed.

u want to submit for free or the paid submission?
if its paid, then first send a email to yahoo support and ask them whether ur site is ok or not

I don't think that Yahoo directory really boost websites traffic, on the contrary, I submited my site to Yahoo's Buiness to Business directory (250 bucks) two years ago, after it was listed, I lost a lot of organic traffic coming from Yahoo.
Why? I have not idea.
Of course, I didn't renew the link and just three months ago (six months after the link expired) Yahoo's organic traffic started to flow again.
It could be a coincidence but is my own experience..

One of my friend's, who is an SEO expert, has sites already in Y! directory, but his directory listing didn't affect the current ranking of that site. So IMO Y! directory listings don't much affect your current ranking at Y!search.
