Simple question - I have a webpage with good PR which has 4 backlinks to my site. Does Google view this as 4 links or just 1? I am guessing it views it at 1 link but I wanted to check.

does it link to 1 page on your site or 4 different pages?
they probably only want to allow each page to be able to cast 1 vote per page, but realistically in the longrun the amount of traffic it sends you and how natural the link would be percieved is probably going to be more important than the raw # of links on the page to your site

The links would all link to the same page. I ask the question because a directory claims (innocently I believe) that they can provide large numbers of backlinks. However, I suspect that they are multiplying this number by 4 as they provide 4 links to your homepage per listing.

You guessed right. Sitewide links are counted as ONE link from that site. It is always better to have links from maximum number of sites...one link from each and not maximum number of link from one site.
