Nope, i do not think one can devise a plan to rank in yahoo. You just rank - thats all! I got simple blogspot sites (2 months old) ranking better than better established site.

I have personally noticed pages with relevant keywords title and URL ranking high on Yahoo.

There are a couple of suggestions that might be useful on the following page ... http://developer.yahoo.com/search/siteexplorer/

Yahoo also give you the option to Ping Them (http://developer.yahoo.com/search/siteexplorer/V1/ping.html) with changes to your site. Just tried this myself, so I will keep an eye and see how it works.

My rankings under different keyword went up recently, leapfrogging Library of Congress sites!

I think that it has to with good content that was fresh after I reviewed and rewrote much of my site to focus in on my niche keywords. I focused more on information than links or selling things. I also cleaned up my titles and meta tags.

Of course, I did this with Google webmaster tools (free) to do better on both Yahoo and Google.

Google and Yahoo both uses few similar algorithm. Increase back link of website using directory submission, article distribution and blog writing. Also yahoo prefer keyword density (6-8%).

Yahoo focuses on on-page content rather than placing too much value on links like Google does....

First, make sure your site is still indexed, just search for you exact url.

If it is, then you just need to build quality backlinks.

If it isn't, you need to ask for a re-inclusion.

It need to be " mature " (age of site i mean :P )
