The reason it hasn't much value, is because it is not a popular phrase that people search on. If you take a look at the results, in Google, for "to domain it", you will find many of the results are broken up by punctuation or should be.

The reasoning that it has value because it contains the word 'domain' is a fallacy. There are a zillion domains with the word 'domain' in it and there is high competition for that word. For you to get to the top of search results for 'domain' just for having one matching keyword are close to nil. You'd have to be a part of a team of seo professionals who have lots of cash to spend to achieve it.

Try using Estibot.com, and search for domains with high ppc scores and low 'in title'. Then you may find a winner.

"to domain it" in quotes only has just over 30,000 Google results in Google. I would have to agree, it's only worth reg fee max as I've never heard anyone say "to domain it".
