It depends if the letter stands for something, what was about if it was developed and what backlinks it has. But if it's dropped it loses its age so will be considered a new domain.

If it's a random LLLL.org domain without any real meaning, definately not. It's no more a 1996 domain, it is dated from whenever the next person registers it.
