is there a certain amount of time you need to be a member to moneybookers before you can recieve money? on of my clients is trying to send me money but he says it keeps failing.

no never happend with me..
but took some time to upload funds and i think also some time to withdraw

If you register now you are immediately able to receive the money in istant way.
Maybe the sender forgot his Date Of Birth? :D

When I first joined moneybookers there are no limitations of that kind set into place, I don't know about their current policy but I guess they are still the same.
