Having links pointing towards your site -- internal linking -- is considered off-page optimization to my knowledge.

Hi,
Anything you do to the site files on your own site is on-page or on-site. Everything you do outside like link building or articles and so on is off-page or off-site since it is not done to your site directly. At least that is how I explain it when people ask. Not sure if others are using different terminology.

Semantically speaking internal linking is on page SEO.
And off site links carry much more weight than onsite links.

Meditang... just wondering what makes you say
"Off site links carry much more weight than onsite links". If you are refering to page rank then that assertion is false. Page rank is distrubuted evenly to all links on a page whether they are pointing internally or externally.
