It seems to me they have all the hallmarks of what google ends up punishing in other sites. Lots of outgoing links. No real content of sorts.

Why doesn't google penalize the heck out of all of them and get them out of the rankings, let alone give them any pr?

Some even profit off of listing.

Because directories mind their own business, and you should do too.

why do you want directories to get punished by Google? Whether they are doing any harm to you?
