it takes a while for ADS to come up with the real goods. New pages may require two visits from media bot.
If a page shows consitently ads that are "off target" Mbot can not determine what the page / site is about (so neither will G which may hurt your positioning)
try this DP tool to find out

PS also a god indicator to redesign the page....

I changed the ad, it was an multi text ad about home loans, a few days later I saw normal ads again.
Only I made a lot of money with the "wrong" ads, now I am scared google doesn't like this and disables my account
edit: It was last month and the payment is now in my stats but not yet approved

If I understand corectly you published a page and put a third party ad about loans on it ADS followed the lead and plated more of this type....
It only shows that the content of the page may not be "strong enough"....
You as the publisher determine the page layout and content if ADS can't match it or matches it wrongly it is the problem of ADS not yours.
If ADS feels it needs to follow a lead ad from a third party so be it.....
You won't be penalised for it.
The exception is when pages are obviously misleading.
To premept and if you are worried simply send the example to G and ask, they love live feedback.
