I think that is WP, with nicely tweaked template so that it can be used as a CMS. :)

Sorry, I'm a total Noob. WP stands for WordPress right? what about CMS? Any suggestions on how I could get a site to look like that?

I wouldn't be too sure about these websites being powered by wordpress.
But you can definitely achieve something similar with WP.
