i want to aks few informations about adword

1.can i use adsesne balance for adword.

2. can i use irrelevant keyword in adword to get traffic on high paying keyword site for example i am bidding in adword on keyword "free image" and the ultimate url site is not free images whereas it has articles on mortgages and adsesne advertisement etc. IS this possible and allowed by google adsesne TOS
