I 'm curious to know which kind of directory is more SE friendly?
Is manual directory creation with basic HTML more suited than database driven php directories ?

Well a database driven directory can be as Spider Friendly as HTML Directories using what's called Mod-Rewrite or ASP.NET URL Rewrite for you Windows Users.
I'd go database driven - No manual page updates, saves time, etc.

I'd always go for database, so much easier to maintain. So many more things you can do.
wsnlinks are good, saw a good one linked to the Mambo CMS the other day but they charge a token payment, nothing compared to the $ to build your own.
I use a very old version of wsnlinks (http://www.pcpropertymanager.com/wsnlinks/), from when it was free, and their work is good.

databasedriven as it allows growth ... look on hotscripts.com for some free ones .... most require some work to be "se friendly"
