i would like to know what factors Google takes into consideration before publishing a news for a specific subject , and also what they look before putting the news for only specific keywords.
I would like to know also if the only solution is to pay so that my news can be published.

You don't have to pay. Just submit your site to their news service. If they approve it, they'll start putting you. To qualify, your blog/news site has have more than one writer (you), and have editorial control.

Yeah, that's it. Just put in your site info. They're pretty quick about getting back to you. Probably day or two to let you know if they'll add you or deny you.
