How do I transfer funds from PayPal to My Debit Card [Payoneer] Without adding the credit card to paypal ?

Not possible. Try adding a bank account that is associated with your debit card and when you withdraw the funds via Bank transfer you an use your card directly with your bank account.

At least thats how I think it works...

The Payoneer card does not permit you to load the card through Paypal.
