paypal limit due to someone besides me accessing it

from a month ago my paypal account was limited due to a reason i couldnt uderstand they asked me to change my password and secret answer and to verify my location by adding a bank account to my paypal account i recieved this message from paypal:

We have reason to believe that your account was accessed by a third party. We have limited access to sensitive PayPal account features in case your account has been accessed by an unauthorized third party. We understand that having limited access can be an inconvenience, but protecting your account is our primary concern.

can someone clarify to me what does this mean

Did you use a proxy from an other country?

i think so cuz recenlty i am living in lebanon and it doesnt support paypal, but if u check my IP and check for the location of my IP its in Germany! but am living in lebanon, i dont know if am using a proxy my connection is broadband (wifi)

The point is that PayPal will limit your account if the IP is from an other country than the account (i.e. if you are using a proxy). But in your case PayPal probably cannot assign your IP to the correct country...

so even if i add a bank account (canadian bannk account) since my paypal account was made in canada and remove the limitation after a while when i log in again there goin to limit my account again?

But they want you to provide documents for verification? Utility bill, government ID,...?

no documents only to verify it by adding a bank account or credit card some info billing address, name of card holder thats easy but will they limit my account after verification when i come to login again.

Yes, that's easy, just use a VCC. But they might limit your account again and ask for utility bill and so on (happened to me few weeks ago :()

You can only use and set up a paypal account if your country is support by Paypal and besides you can only sign up as from that country you are in. Under the contracts you signed up with Paypal, you are not permitted to use any proxy.

Since you said you signed up for a Canadian Paypal account, they will expect to see a Canadian IP address and not a German IP address, with that they would certainly be suspicious about the status and limit your account for the protection of the paypal account owner. You will need to provide your Canadian documentations to lift the limitation.

That is not to say you cannot travel for a short term but if you do, contact paypal beforehand and tell them you are going to travel to which country during which time frame. That is what I do and have not faced any problems with Paypal.

Am gonna follow their requirements since i was in canada when i made the account now am living in lebanon and am not going to canada for while

While following their requirements, do submit a copy of your passport to provide evidence that you are currently visiting Lebanon and would be returning to Canada in due cause.

But while in Lebanon, do not use your Paypal account as it would be violating your contractual agreement with them. Using it again would inevitably get your account limited all over again.

this why i don't like paypal, they do not allow you use proxy to log in:(

They don't want anyone messing up with their members' accounts. If you allow proxy then you lose one level of control and it can get really messy.

the weird thing is that i came to lebanon on september the 1st and opened my paypal account several times then after a while i didnt open it and i didnt open it for a long time, when i reopened it on november the 10th they told that a 3rd party accessed my account on october 13th, but i never opened on october the 13th so thats y i am confused.
