hi friends, i am in the process of making a website in which i want to have 2 sections.

Section 1 : This remains fixed throughout the site.
It contains :
> 1 Top Banner with sitename; (With a Links Ad unit below it)
> 1 Navigation on the left; (1 Links Ad unit below the Navigation)
> Some Quick internal links of the site on the right side; (1 Content Ad Unit)

Section 2 : Content between the Navigation & RightSide Links; (With possibly 2 Content Ad units)

So basically its a 3 Col. Layout.

Now the confusion is that, should i use frames(html) or contentplacehlder(asp) or include(php) for this website.

Having read some previous threads using frames is out of question.

1). So should i use contentplacehlder(asp) or include(php) ??

2). I know a bit of asp so i was thinking of using contentplaceholder, is it ok with the TOS ??

3). How are Ads in the fixed Sections affected ?? Please share your experiences with both these ...

Thanks for your time :)
