You need a real credit card to verify your account

Generally if you are not from the US or UK and possibly a few other countries, you will never have a confirmed mailing address, there is basically nothing you can do about it. I am from Singapore with a verified paypal account but my address is left unconfirmed.

You might want to talk to the vendor about it and offer to fax or scan a government issued ID card with your address on it.

I agree, you can try to work with the seller. Although I sell tangible items on eBay and if an international buyer purchased a shippable item with an unconfirmed address and no feedback, I would hesitate as well.

If the seller won't budge, you might want to to start with buying a few very low cost items and build your feedback on an international level. Once you have good feedback, international transactions should become more favorable for you. I will ship international once a good feedback rating is established.
