I am in a dilema with one Adwords account

Hi All

I am totally confused with one particular adwords campaign. I am targeting payday loans and have a list of location specific keywords in Australia. I have added keyword phrase like this one and Google says "This keyword is not permitted to show your ads in the targeted location" and will not display this keyword phrase. payday loan in bairnsdale.

Are there any Adwords experts in here that may tell me what I am doing wrong as I cant see any reason why keyword phrases like this are not allowed.

I wouldn't rely on that hover over thingy. G has been having problems with it of late.

Use the preview tool to see if your ads are running. Then, sit back and wait for impressions and clicks.

The ads are not running at all. Could it be possible that you cannot run the same keywords in 2 campiagns or ad groups?
