i want to know that links from other sites that uses different languages rather than English has some value or not.
Any suggestion from any side will appreciate.

The links are most valuable when they are from the same niche. Even with natural links it is not uncommon that different-language sites link to each other. So, yes, they pass PR.

I get quite a few German, Polish and Russian links and they seem to feed as much link juice as any English text link.

Links from other languanges sites are useful.
a tips I'm using is to target mispelling words, an anchor if translated can be a mispelled word for your language.
An example
is the english word "site"
In Italian is "sito"
in Spanish is "sitio"
so if your site is in spanish you can submit your site with an italian title and description to italian directories
and increase your ranking for the mispelled word "sito"

You can use language translator to translate the content of the page. The only problem is if the webmaster doesn't know how to communicate using English language.

You can use links in other languages except English. This is not bad.

If the owners link to English pages, they probably know english. as for the content, a rough translation done with Google translate is often sufficient to get the overall idea.

Being from Germany I made another experience. American links did not contribute in any way.

My experience is different. Were your links from relevant sites in the same niche?

Links from sites in other languages will help you. Many people speak more than one languages - and it´s just very natural to say link from an Italian site to an english site; if the content is related.
Pretend that an Italian science site link to an english site that has come up with some new scientific research result. It will make the search engine looks bad if it doesn´t count that link.
Up to today a link is a link whatever languages it comes from. I´ve seen sites with mostly foreign link rank very well in there national keywords.
As always varied incoming links are the best - and a few links from other countries/languages will only do your site good.

Im pleased to discover this, i wondered about this for a while, if there are any polish members here who could help translate some Titles and Descriptions from english to polish, i will be grateful.
I checked out free online translators, but dont think they were that good for polish in the past.
Can offer something of course, a months sitewide or something else.
