backlinks are almost the only deciding factor when it comes to getting listed in the google serps.

If the link comes from similar website, then it can be very usefull, if it comes from a big site, but it is totaly unrelated to yours, it can make no difference in SERP.

Anchor text on irrelevant links is very important. Your site ranking (SERP) will be improved on that Anchor Text.

So, relevant or irrelevant links... both are important ....

Unique content pages tend to give better quality link value.
