links in Chinese, English and Spanish for a mobile casino

i am planning to launch a mobile casino which will have pages in Chinese, English and Spanish.

i am looking at the different options available for building links, PR and traffic in all three of these languages.

I have in the past had some success in building links, traffic and PR for a similar sort of site (on mobile gaming) which was in English using directories, articles and importantly recriprocial links.

however i am not seo expert and i am looking for someone to help me manage this link building process.

there are plenty of services offered here on DP for directories and articles etc. but i am really looking for someone who can help me manage a proper and sustained link building campaign.

i do not think that anyone person might be able to offer or have the network of contacts or skills to build links for each of these 3 languages, however i am wondering if anyone would be able to project manage and co-ordinate between different people who can deliver these services.

at the moment i am thinking of the current schedule:
month 1 - English directories, social bookmark
month 2 - spanish directories and articles
month 3 - english and chinese articles
month 4 - chinese directories

i will also at the same time be looking to build a list of links (casino, mobile, poker) that i can either:
- recripocial link to
- buy links from
