Are Ads allowed on pure commercial sites or will this violate their TOS?

I would assume that the value of a click and the incentive for a surfer to click on Google's Ad will be greater on a commericial site since they were interested in some product which led them to the site. This way, the advertisers' goal of advertising through Adwords will be met. On the other hand, an Ad on a "ideal" content page might just generate less clickthrough since the surfer might not be interested in purchasing, which defeats the purpose of Google's Ads.

Google wants ads on commercial sites (as opposed to personal).

Content rich sites like blogs come to mind. Has anyone been successful with implementing Google's adsense on your blog?
I guess most blogs would be considered personal sites which wouldn't be of much value to be admitted into their program.
