First of all, you should better choose a right keywords for your site. It means that your keywords should be competitive enough so that you could have many traffic that will search for your keywords. After selecting, you should concentrate on your link building using your keywords.

need some tips for how to increase PR 0 to PR 1.... because my problem is that no one even with a PR 2 agrees for a link exchange to my site having a zero PR though my site is very organized, neat n clean, please advice me what to do in a situation like this?

Don't even bother about link exchange. Build links and in about 3 months you will have a nice PR.
Another option is using paid link exchange sites like LinkExchanged.com But I would suggest free directory submissions, forum signatures etc to build links.
