Rewrite Rule Mystery?

I have asked everyone I know and it seems this is a mystery.

I am hoping there is an expert here that can tell me how.

I am trying to FORCE a trailing slash onto my urls

My script already adds a " / "

But If people like to like /name instead of /name/ they can access the page therefor I have dup pages

So can someone tell me how to force or redirect all urls that dont have a / to a /
