you basically just want an auto updating news section? that would not be in HTML, you will need to do it with something more server sided scripted

give what? give you the code to just copy and paste into there? this will be a bit more complicated than that, and i don't think anyone will write up some code from scratch for free.

if you have code to edit or so, we will probably help you
